For the past four years, landscape architect Scott Scarfone has been coordinating a wide-ranging effort to restore and improve brook trout habitat in the Upper Gunpowder Falls Watershed, a 38-square-mile area that drains to the Gunpowder River and eventually to the Chesapeake Bay.
