Why would they need to apply pesticide vs herbicide? Either way they didn’t have the required permits.

CN Rail has been sentenced to a penalty of $100,000 after pleading guilty for failing to obtain the required authorization to apply pesticide to its train track between Prince Rupert and Terrace.

More than 150 km of rail track running along the Skeena River flood plain was damaged by a CN Rail contractor spraying pesticide in August 2017.
