Seriously?? Assert there is a vulnerable component of the run being targeted in a know location during a known period and the answer is to ban fishing from boats? But it is OK to target them from the bank?From the "champions" of wild steelhead?
If these fish need protection, then protect them - does the word sanctuary come to mind - close the reach. A lot more logical, more effective and a tad less divisive. And if we are not going to protect these fish, but want to change the rules to modify the pressure, perhaps we could start with getting rid of the non-resident guides.
