Looks like some diehard fly-tyer ran out of dubbing and pulled the fur off the head of a dead otter.
It's a dead mink.
At about 20 cm in length, that is one tiny otter. My guess would be Ermine or Least Weasel at that size. Whatever happened to reporters actually researching their stories, you know asking an expert for an opinion instead of just publishing the local superstitions.
